Clare Finnigan
Ellinger serves as Managing Consultant for Brentwood International
and is the principal of CFE Consulting, a Los Angeles-based Human
Resources consulting firm specializing in re-positioning HR for
high-impact strategic contribution through business planning,
change management, performance measurement, conflict resolution,
coaching and assessment.
Prior to establishing her consulting practice, Ms. Ellinger was
RAND Corporation’s Human Resources Director where she was a key
member of the management team that led the organization-wide shift
to business-based, strategically-focused management practices.
Before joining RAND, Ms. Ellinger served as Vice President for
Human Resources at WellPoint Health Networks Inc., parent company
of Blue Cross of California. In this top management role, she
managed all people-related aspects of the transition from a local,
not-for-profit health plan to one of the largest publicly traded
health insurance organizations in the U.S.
Additionally, Ms. Ellinger has held senior HR positions in the
financial services industry. She has served as Vice President,
Human Resources for Citigroup’s Western US region as well as its
Retail Credit division in New York. She has also held the senior
HR role in smaller regional banks in Texas and California and in
an international insurance company, now a division of Cigna.
Ms. Ellinger is a member of the faculty of UCLA’s Human Resources
Management Professional Designation Program where she currently
teaches “Financial Aspects of Human Resources Management”.
Ms. Ellinger is a member of HARRT at UCLA, a network of HR
executives and graduate business school academics. She is also a
member of SHRM and has been a lecturer and panelist at several HR
industry forums.
Ms. Ellinger received her B.A. degree from Mercy College and her
M.B.A. degree from Fordham University.
